It seems to me that he has tried to not blame the bankers who gave out the bad loans. It seems to me that he acted as if this was caused by a number of people just making mistakes. He did not point out that a number of banker made decisions to give out loans to people who could not afford them because the bankers could make big money with those loans because they could sell them before the loan taker began to have trouble paying for the loan.
