2. The fly in the ointment is right here:

The CBO projects that spending -- including full funding of the current level of deployment of the military abroad -- will be 21.2 percent of GDP. McCain's policies will balance the budget by reducing spending across the board to reach 18.5 percent of GDP.

No specifics, just this generic previously-undiscovered "waste" that's just sitting there waiting to be cut. Same empty promises, same HUGE deficits, same raping of the Treasury for the top 1%. I don't understand why Republicans are even taken seriously anymore.
