The networks drew lots to see who would provide pool cameras for the conventions. Fox "won" the DNC; NBC "won" the RNC. The pool cameras are mostly stationary cameras aimed at the podium and some cameras panning the audience. Each network can and does have its own "roving" cameras on the floor. More importantly, each network has its own directors/producers and can choose when to take the pool feed and which camera shot they want.

Its amusing how many people have been praising the C-SPAN coverage when in fact their floor coverage is 100 percent fed by the pool cameras.
