"Russia can't use "disproportionate force" against Georgia and still be welcomed by international institutions, Rice said.

"It's not going to happen that way," she said. "Russia will pay a price."



Perhaps Russia should understand that the use of "disproportionate force" is restricted to a certain administration of a certain country.

The war between America(the Bush team) and Iraq was more "disproportionate" than the war between Russia and Georgia. "Shock and Awe" ran right over Iraq's military opposition. The whole country was taken.

Maybe the Bush team is confused because the Iraq "cake walk" turned into anything but a cake-walk. But that may have more to do with the Bush team's planning and execution than the difficulty of the job.

"Russia will pay a price". That's what she said. But Russia's price is likely to come in well under the price that the Bush team (using America's credit-card) will pay for the Iraq war fiasco.
