Clyburn Says Lame Duck Looks More Likely

The likelihood of a post-election session of the 110th Congress is increasing, House Majority Whip James E. Clyburn said Sunday, citing potential deadlocks over fiscal 2009 spending and offshore oil and gas exploration.
“We have not talked about it yet. But I think there’s a very good chance that we might have a lame duck,” the South Carolina Democrat said as he toured the floor of the Democratic National Convention.
Speaker Nancy Pelosi , D-Calif., brushed aside a question about the prospect of such a lame-duck session after a Sunday morning news conference at the convention, at which she holds the title of chairman. “I’m not thinking in that direction.”
If the presidential race remains close, Clyburn said, congressional Republicans and Democrats are less likely to complete their unfinished business — including a continuing resolution to fund the government from the Oct. 1 start of the 2009 fiscal year until the next president is sworn in and the new Congress gets down to business next January. Clyburn said public opinion polls showing a tight contest have emboldened members of both parties to take tough stands on issues in play in the closing weeks of the session.
