Both Russia and Georgia have a vested interest in not killing journalists.

The Iraqi insurgents had/have far fewer qualms about this.

Yes, you're right, originally the enemy was a state (although, again, one that didn't give a damn about killing journalists). But that part of the conflict was very short, and far less bloody than the ongoing insurgency.

Wouldn't surprise me if it was former Iraqi soldiers or their kin who are still killing our soldiers either.

After all the Iraqis never surrendered. Bush said "Mission Accomplished" and moved his puppets into the Green Zone but there was never any formal peace agreement so I don't think that counts.
