3. It was ALWAYS more than 21,500.

When you checked the papers in a couple of days, it became clear that those "21,500" were just the combat troops. They required a support contingent of roughly the same amount. Since there is no such thing as a "front line" over there... All these "support" personnel are in harms way as well.
