I'm trying to remember - what happened the last time there was a financial crisis in CA?

It seems to me that they should use the same solution now, but for the life of me I can't remember what that was. I guess my memory's going a little Gray....

Can someone remind me what happened last time? I want to write to the Governor and suggest it.

Prop 13 pretty much wiped out the state budget for a few years.

5. The legislature plays the "financial crisis" game almost every year
It's always the same. The Ds don't want to cut any spending, the Rs refuse to consider raising revenue, the budget is almost never ready on time.
