It would have done a good deal to explain WHY we're in the mess we're in.

He dropped the ball on that point, IMO. She mentioned it several times, and even started to explain it, but it never went deeper. "Rubber stamp" may be a good analogy, but she should have explained why "we need 60 votes" came to be in the first place.
