We should have allowed further exploration and drilling in the Gulf of Mexico where infrastructure was available. We could have legislated that oil produced in the new fields would be considered a strategic necessity and could only be used in the United States. That oil could have been online in one to three years. We could have required the oil companies to contribute a portion of their profits for development of wind, solar, geothermal, wave, clean coal and nuclear power. We could have promoted development of electrical vehicles as well as vehicles powered by natural gas and compressed air."
