Brainstorm: What STATE CRIMES has Karl Rove committed?
Apparently, the president can only pardon someone for a federal crime, or crime against the United States government. Is it possible that Karl Rove has committed any state crimes for which Bush cannot pardon him?

2. Alabama has a Republican governor. Pardon.
Maybe something out of Illinois? Or the individual states where the Attorney Generals were fired?

tax evasion like they did with Al Capone. Does he cheat on his taxes....who knows, but it might be worth a shot.

8. Ironically tax evasion is what the final straw was in the watergate. When
Ed Medvinski (sp?) of Iowa brought it up at the hearings dicky resigned.
