Is there any way to block a presidential pardon, or change legislation so the president is
not allowed to pardon anybody? Do you think that the U.S. would be at some sort of disadvanatage if you took that power away from the president? When were pardons first accepted as a normal thing to do (I'm Canadian, so I don't know the ins and outs of your system of gov.)?

2. the shrub can pardon anyone he wants per the Constitution
He could even pardon Manson if he wanted. We need to force pressure to make shrub wait until his last day in office.

Now is the time for overwhelming political pressure.

the President has the power to pardon people for offenses against 'the United States' that is, for Federal crimes, Manson was tried and convicted under the laws of the State of California, so the power to pardon lies with the state, not the Feds.
