Military related question about Commander in Chief
This is in GD because it could apply to any president, not just the sorry piece-o-crap we're saddled with right now.

Can the NEW CIC call a halt to operations (except those absolutely necessary) when he's sworn in? IOW, can DUH-bya put some long, drawn out "plan" into motion that HAS to be completed, or can Obama call an immediate cease fire as soon as he takes his hand off the bible at the swearing in?

(Mods, should this be in GDP?)

in the grand scheme of things. The Constitutional constraints on him relate to starting wars, not stopping them, and those for starting wars are even kind of weak.

The powers of the president, as written in the Constitution are based on that of the English sovereign. The nuclear age and the need for more immediate responses have dramatically augmented this power.

Both Obama and Clinton acted responsibly during the campaign by acknowledging that the withdrawal will not be simple or easy. And it won't.

But, yes, he could stop it immediately.
