McClellan re Cheney: "...he certainly believes that some of the means justify the ends." Shouldn't this be "the ends justify the means"?

Although, ther is a case to be made for the possibility that the Bush administration is a bunch of people who DO in fact believe that SUFFERING makes the goal MORE valuable than it would have been were it (the goal) achieved by alternative means that included less or no suffering. So perhaps this was a Freudian slip on Scotty's part.
