SUSA NE: Obama down only 1 in CD 1 and 5 in CD 2
It is very possible that we could see Obama take 1 or 2 electoral votes from Nebraska this year. I expect to see Obama campaigning hard in those areas to steal a few electoral votes. Obama is down 9 points total in the state.

are they?

Seems like there may be one state that is proportional, but the others aren't, right?

7. Nebraska awards 1 per CD and 2 for the ultimate popular vote winner.
Maine also does proportional delegates i believe.
