In the mid 90s, while his talking points were the same, his mind was sharper then. Before he was elected governor. Clearly his mind is much slower and far less clearer. I would guess that some kind of prescription medicine that he is taking is reinfecting his system as if he were drinking.
..So much that he does indicates this. Bumping into doors, slurring speech, etc..are symptoms of prescription drugs. We won't find out for several years, if ever. He is just using some other kind of drug, rather than the booze and what else. Since he is "cured", he will tell you,that he is fine.
Some friends of mine tell me that there is no cure.

Although despite a more coherent verbal stance, his ideas then were just as dumbass as they are now, as you note. He just had an easier time putting nonsense into articulate sentences before.

My own drinking and drug use have certainly intensified since he was appointed. Coincidence? Maybe, but I doubt it.
