This is the overused propaganda method they prefer. They set someone up as the figurehead for the whole nation, a Hitler, and then they pile everything they have and everything they can make up on the person to create a focus for the hate they are trying to stir up.

Reality doesn't matter, in this case- all they have to do is sell the concept to enough stupid people that the rest will shut up and let it happen(Iraq, anyone?).

Besides, from Bushco's POV, what does it matter who runs the country when they are preparing to nuke it? A pile of radioactive dirt rules no one.
