A theory of FLUNKYdom: Cheenee, Rums, Tweety
How a bureaucracy works, the sucking-up, the learning of the loopholes, how ANYTHING can be done despite whatever the rules prohibit.

Tweety is a lesser specimen of the same: In the hothouse climate of D.C., where the Flunky gains his prestige and power from the SUCCESS and perceived power of his boss, only the WINNER rules.

CHEENEE & RUMSFELD weasled their way through every top job over thirty years, watched their bosses (Gerald FORD, RAYGUN) be wimps (in their eyes, compared to Tricky the Dick), and, when they finally got the power for themselves, took it to the max, with a bigger wimp than his father at the figurehead top for string-pulling.

What do these SLUGS hope to gain in the long run?!1 They MUST know that their innards will be dissected and labeled by History. If Tiberius passed, do they think THEY won't?!1
