Repost From Sapphire Blue's Journal: Ending The Crisis of Homelessness
Sapphire Blue's Journal
Our Democratic candidates, especially Clinton & Obama, are fantastic fundraisers.

I wish they would all get together & hold a fundraiser or two for affordable housing programs throughout the country.

NEW REPORT DOCUMENTS CORRELATION BETWEEN HISTORIC CUTS TO FEDERAL HOUSING PROGRAMS AND CONTEMPORARY MASS HOMELESSNESS

Communities call for the new Congress to take a new approach to addressing and ending the national crisis of homelessness

~ excerpt ~

"Without Housing: Decades of Federal Housing Cutbacks, Massive Homelessness and Policy Failures,” documents the correlation between these trends and the emergence of a new and massive episode of homelessness in the 1980s which continues today. It particularly focuses on radical cuts to programs administered by the US Dept. of Housing and Urban Development (HUD) and the US Dept. of Agriculture (USDA), which administers funds for rural affordable housing. Available online in PDF format, the report also demonstrates why federal responses to this nationwide crisis have consistently failed.

Created in partnership with five other organizations, the report uses federal budget data and other sources to document that:

HUD’s budget has dropped 65% since 1978, from over $83 billion to $29 billion in 2006.

The Emergency Shelter phenomenon was born the same year that HUD funding was at a drastic low point. In 1983, HUD’s budget was only $18 billion, the same year that general public emergency shelters began opening in cities nationwide.

HUD has spent $0 on new public housing, while more than 100,000 public housing units have been lost to demolition, sale, or other removal in the last ten years.

Federal housing subsidies are going to the wealthy. In 2004, 61 percent of these subsidies went to households earning more than $54,788, while only 27 percent went to households earning under $34,398.

More than 600,000 identified homeless students went to public schools in the 2003-2004 school year, according to the US Department of Education.

Federal support helps homeowners instead of poor people. In 2005, federal homeowner subsidies totaled more than $122 billion, while HUD outlays were only $31 billion – a difference of more than $91 billion.

According to Paul Boden, executive director of WRAP, “The Administration’s current ‘Chronic Homeless Initiative’ is just the latest in a series of inadequate flavor-of-the-month distractions from the real problem. It does nothing to address the huge cuts to federal affordable housing funding that caused mass homelessness. Housing is a human right, which a democracy should advance, not restrict.

Those on the frontline of homelessness – homeless people and the providers who serve them – are drowning in a sea of blame. We have joined together to speak truth to power: until federal affordable housing programs are restored and expanded, homelessness will continue to grow.”

(2) Motherhood and childhood are entitled to special care and assistance. All children, whether born in or out of wedlock, shall enjoy the same social protection.

1. Absolutely nothing?!
That's vile. That decent-sized budget (for the Dept. of Ag., maybe) all for no new housing when the need's so massive?! Disgusting.

Yet, so many "liberals" think there is no problem...

It just isn't sexy enough.

13. You're right. I thought about that afterward.
Massive losses to begin with, more torn down that shouldn't have been, and still no money for new housing. Well, that tells me all I need to know about this administration and Congress. *sigh*

14. What makes any of us think it will change with a new administration?
Where is the public demand?

Where is the outrage?

It doesn't seem to matter to Mr. and Mrs. Average American, so... why would any politician or leader take it seriously?

53. Ignorance
Is the cause of much of the lack of compassion. If the people could be forced to recognize that there is a problem, it would be a first step. By sharing this again and again that many more people are aware and if nothing else can spread this word.

By continually sharing the Universal Declaration of Human Rights, the sense and pure reason of it will force some motion, if only emotion, but emotion generates communication. Keep talking Bobbolink, your readership is growing. Thanks.

3. You and I know, nothing will happen with this problem
when the new President takes office. Of the 3 (and yes, I'm including McCain) running, none of them care enough to do anything. The only thing that any of these 3 care about, is their next election, and where they'll get the money from.

WE are the ones we've been waiting for!

DEMAND low-income housing!

Call your reps!

Write LTTEs with this information!

Talk to your friends, neighbors, relatives, and raise awareness.

Speak at Town Hall meetings...

ETC.

Sapphire Blue worked hard to make us aware.. we need to carry that forth.

17. HUD has spent $0 on new public housing...
What a DISGRACE!! But also typical of a government that spends its money on illegal wars and occupation, imagine what that money could do to fight the poverty and homelessness right here in the US. But I still think that we lost the best chance we had when the remaining candidates we have were "forced" upon us. Yes, I'm still bitter about that!!

Edited on Thu Mar-13-08 08:54 PM by bobbolink
There were cuts during Clinton, and cuts for the last 25 years!

We MUST stop blaming everything on the RW, and start working to change the attitude of the whole country.

It MUST start with us, and we MUST take our cue from Sapphire Blue, and not rest until we have brought some sanity to our housing situation!

Its sometimes easy to forget just how long this shit has been going on. We seem to get caught up in the present but forget the events that led up to where we are now. I still believe that it has gotten worse recently, maybe because of my own personal situation, but I can never remember a time in my life where so few control so much and so many have so little.

51. If muddleclass liberals don't "get it" and soon, I'm afraid there're going to be a sudden return of
some real blow-ups.

Riots don't solve much, usually, but it seems like muddleclass people are crisis oriented, and wait til it gets to that point.

And I wonder if that even factors in inflation.

Putting people to work building affordable housing would be a REAL economic stimulus.

40. "$6.00 an hours jobs in today's economy, but not much $6.00 an hour housing"
That's a quote from Andrew Cuomo, former head of HUD.

There are many factors, among them the huge rise in cost of housing, which Social Security and disability DOES NOT factor in to cost of living annual raises! Twenty years ago, people on Social Security and disability could find their own places to live with their monthly checks. That is no longer possible.

It's obvious that people who get $640 a month CANNOT rent in todays market! That should be very clear to EVERYONE!

Second, so many liveable wage jobs have gone away, replaced by low-wage service jobs, and as the quote says, you can't find a $6.00 an hour apartment!

When is this going to become an important issue in this society?!

When will liberals get enraged enough to MAKE this an issue?!

What you say is so true, I am living it right now. I got a 2.3% COLA from SSD, tell me what went up only 2.3%, NOTHING!! They also don't take the price of oil into account for their raises. When my wife's job closed it took her almost three years to find something HALF DECENT!! I have called my Dem Congressman a few times about these things and the secretary keeps saying "I'll give him the message", well I'm still waiting for an answer!!

We are failing miserably!!

Yet, where is the outrage!

Could you find a comparison between the amount received from SSD in say, 1975, to the amount received now in actual worth? If you could find a figure like that, it may help make the case to some of the more thick-headed people who think all we need is more shelters and food banks!

JUSTICE!!
