FISA and phone immunity
You know what? I really don't want to send any phone company executives to jail. I say, grant them immunity -- in exchange for telling a Congressional panel everything they know. Let it all hang out, baby!

If they withold anything, though, the deal should be off.

Immunity in exchange for testimony would be great. This bypasses the testimony part.

Hartmann feels sure that the telcos have plenty of lawyers ready to finger the Bushies at the first sign of trouble. This lets the Bushies off the hook, not the telcos.
