How is Romney..Willard the Ratman. It sounds hysterically funny...but without context...I don't get it.

4. Willard is Mitt's first name. The movie was "Willard".
Hordes of rats did his bidding, killing his enemies and terrorizing his city (NYC?). Two version of the film have been made.

Jeanne Moost included plenty of gratuitous footage from at least one of the films in her "report."
