Because the Republicans have been blocking everything until they find something that might help them in the next election? After all, they are already feeding off the bottom. If the economy were to freefall, that would be the worst prescription they could imagine for November. So, get the Democrats together- who are always willing to succumb and grovel - and work out a plan to get the Repubs thru November...
