Which can distinguish between homosexual orientation and homosexual sexual behavior?

If an officially Muslim country cannot distinguish between homosexual orientation and homosexual sexual behavior then is it possible for a government of an officially Muslim country to punish people purely on the basis of homosexual orientation, just as it might punish people for homosexual sexual behavior?

I think that the poll is rather self-explanatory if you ignore the second question at the bottom (which is there simply to indicate some possible significance of an inability to distinguish between orientation and behavior.)

The reference to Huckabee shouldn't prevent you from voting for something other than "other." There are two choices depending on whether or not you think that he's relevant.

The issue of slander is obligatory for people who are offended whenever Muslims are mentioned as being possibly no better than Americans. (Who knows? Some people actually believe that there are Americans who are Muslims.)

There is no real distinction between "orientation" and "behavior". If you don't do anything, nothing can be distinguished about you.

orientiation nor a homosexual orientation nor an asexual orientation, but simply has no orientation? How about a nun who always felt she was a man in a woman's body and eventually quit being a nun and got a complete sex change operation? How about people who are genetically male or genetically female, but are born sexually ambiguous and they are surgically assigned a hormonal gender that conflicts with their DNA gender?
