Hoover Planned Mass Jailing in 1950
Hoover Planned Mass Jailing in 1950

By TIM WEINER
Published: December 23, 2007

A newly declassified document shows that J. Edgar Hoover, the longtime director of the Federal Bureau of Investigation, had a plan to suspend habeas corpus and imprison some 12,000 Americans he suspected of disloyalty.

Hoover sent his plan to the White House on July 7, 1950, 12 days after the Korean War began. It envisioned putting suspect Americans in military prisons.

Hoover wanted President Harry S. Truman to proclaim the mass arrests necessary to “protect the country against treason, espionage and sabotage.” The F.B.I would “apprehend all individuals potentially dangerous” to national security, Hoover’s proposal said. The arrests would be carried out under “a master warrant attached to a list of names” provided by the bureau.

The names were part of an index that Hoover had been compiling for years. “The index now contains approximately twelve thousand individuals, of which approximately ninety-seven per cent are citizens of the United States,” he wrote.

“In order to make effective these apprehensions, the proclamation suspends the Writ of Habeas Corpus,” it said.

Habeas corpus, the right to seek relief from illegal detention, has been a fundamental principle of law for seven centuries. The Bush administration’s decision to hold suspects for years at Guantánamo Bay, Cuba, has made habeas corpus a contentious issue for Congress and the Supreme Court today.

2. The plan has been updated to include millions more American citizens.
What do y'all think Halliburton and other prison contractors have been up to all this time?

7. People REFUSE to LEARN.
That is the sad state we're in as a nation.

We have to be TENACIOUS (D) about educating our brothers and sisters. ;)

6. Hoover was directly involved in instructing the courts to
disregard all evidence contrary to that of the government in the case against radical labor organizer Shaun Maloney in 1939(?). FOIA is your friend.

13. FOIA may be my friend, but Google isn't.
Unfortunately, there is a Shaun Maloney who is a soccer player.

Even using "Hoover" to search within search, I keep coming up with the soccer player.

Any other clues? Thanks in advance.

have most of the info on Maloney in their Special Collections. Shaun is the subject of the documentary film I'm working on, so I have boxloads of stuff from the DoJ, etc.

Shaun was convicted of burning a bakery truck during a union disupute in the late 30's. He spent 2 years in the federal pen @ sandstone MN (40-42) and then joined the merchant marines (where he ended up on the Samuel Chase in the infamous voyage to Murmansk).

Dallas Delay (former ILWU 19 biz agent) wrote a nice obituary for Shaun that sums up Shaun's life nicely: http://www.ilwu19.com/history/loss.htm

12. Don't forget Hoover only tried
It has happened before, FDR suspended the Writ of Habeas Corpus during WW2 and ordered the round up of Japanese CITIZENS on the west coast. And Lincoln suspended the Writ of Habeas Corpus during the so called Civil War.

Who will be next to be rounded up because the government is afraid of its own citizens?

14. There may be a silver lining to this story, in that the extremists -
notably Hoover and Joe McCarthy were ultimately thwarted. The damage they did was very real, but the country came to its senses. We may well do so again. I trust we will.
