15. He is the only Republican for which this could be significant
He has been for increasing the CAFE standards and dealing with global warming for decades. He could have been a potential yes vote.

Here a not voting is equivalent to a "no", because the criteria is that you need at least 60 yeses.

17. No, apparently it's something to do with...
...Indiana relying heavily on coal (moreso than other states) for producing electricity. The scuttlebutt is that this bill would have been a significant hit on energy bills for people in Indiana. Don't know if it's true or not.
