After Bush invaded Iraq and found no WMD, the spin became "yes, but they had WMD programs". In other words, then had a notion to think about possibly getting around to having conferences to plan the funding of possible WMD in the future.

Same here. Iran working on the development of a nuclear weapon suddenly is being spun into a future program to possibly have a nuclear weapon.
