Sounds like this person may have mental problems. Walking down the interstate is not something a rational person would do. It looks to me that he has both hands up. I don't see him making any movement toward the officers. Granted, it's just a snippet and not the entire incident, but what is the deal lately?

I hope it didn't kill him.

Jeezus, it seems like there are a lot of instances where the tazer is used as an instant punitive measure rather than any sort of law enforcement tool.
