BAGHDAD — Saudi Arabia and Libya, both considered allies by the United States in its fight against terrorism, were the source of about 60 percent of the foreign fighters who came to Iraq in the past year to serve as suicide bombers or to facilitate other attacks, according to senior American military officials."

The Brookings Institute has been tracking this and lots of other things about the war in Iraq.

2. well, Egypt and Syria do it
because its a dandy way to get rid of their own Islamic fundamentalist problem: just ship 'em off to get killed by the Americans. They don't want them to actually succeed in establishing fundamentalism in Iraq, just get killed off so these countries don't have to deal with them. Don't know about the other countries, though.
