1. Are you sure that is correct?
Here is what I read in the article:

Horn: "I understand that, OK, but I have a right to protect myself too, sir, and you understand that. And the laws have been changed in this country since September the First and you know it and I know it."

5. I was thinking that it might be a new TX law.
Passed Sept 1.

Hell, it used to be legal (until fairly recently) to kill a man if you found him having sex with your wife.

However, it was not legal for a woman to kill her husband if she caught him with another woman.

the date the "castle doctrine" bill became law.

The incident may prove a test for a new law recently passed in Texas which expands the right of citizens to use deadly force. . . . to protect their own property or to stop arson, burglary, robbery, theft or criminal mischief at night.

His rationale had nothing to do with the September 11 attacks. That date isn't even in the article.

From what we know, he did indeed go into the front yard and shot two people.

But it takes a whole lot more than that to determine guilt or innocence.

What happened in the front yard?

Did the Burglars charge him and try to take his gun?

Did they see his gun and try to run off and he shot them in cold blood?

I don't know.

Who could from what was written?
