Rule XII simply streamlines the process by which bills are introduced and referred to committee. what makes it so very special if the House votes on it?

there's nothing inherently special about having the House vote to refer a bill (or a resolution) to committee. it would go there anyway.

14. Hard to say, but its out of the bag now
Things are going badly for the administration, oil going higher, economy getting bumpy, voters very dissatisfied. There will be a lot of conversation about it over dinner tables and at the water cooler and it won't bode well for Bush or the GOP.

It went something like this - Pelosi (and his committee) can't let this issue out of the box (meaning no hearings) because it means congress will get nothing else done and they have a whole agenda of issues to work on for the American public.
