The vote which failed was 196-173.

It was a vote deciding whether or not to hold a vote on the measure, not whether he should be censured.

A distinction without a difference to some perhaps, but a distinction nonetheless.

You could vote for holding a censure vote . . . and then make a statement by voting "no censure".

Thanks for the clarification - it is an important distinction.
