Since when does the federal government--Congress specifically--"oversee" the National Guard?

Nowhere does it say that CONGRESS oversees the NG.

During peacetime each state National Guard answers to the leadership in the 50 states, three territories and the District of Columbia. During national emergencies, however, the President reserves the right to mobilize the National Guard, putting them in federal duty status. While federalized, the units answer to the Combatant Commander of the theatre in which they are operating and, ultimately, to the President.

Even when not federalized, the Army National Guard has a federal obligation (or mission.) That mission is to maintain properly trained and equipped units, available for prompt mobilization for war, national emergency, or as otherwise needed.

The Army National Guard is a partner with the Active Army and the Army Reserves in fulfilling the country's military needs.

13. Where do you think the NG budget comes from?
"maintain properly trained and equipped units" - the federal government, through Congress, funds this.

15. I don't know what context the statement was made in
but it is fair to say that Hunter is an expert in all aspects of the NG - Congress has all oversight on NG policies, equipment and budget. If you accept civilian control of the military then Hunter played an important role.

Hunter, as the chairman of the House Armed Services Committee, was intimately involved with NG organization and budget issues. Don't forget that the NG is a component of the US Army - as a fully integrated part of the Army, congress has budget and oversight of the NG. They belong to the states when they are not federalized but they are funded and equipped by the US government.
