"chaos" -- a repetitive term in * speeches

"Add to the ranks of the military..."

*Co is trying to compel a draft by over-burdening the current (and future additions he's asking for)

Using the "chaos" of the M.E. to "Alcibiadize" an over-extended, over-stop-lossed force...ultimately "making an argument for a military draft a Democratic-controlled Congress can't refuse" (and the Democrats will be held politically "responsible" for it's creation). It's how Neocons "negotiate"... like "arguing" for cutbacks in spending for government programs by "starving the beast" of tax revenues and draining the Treasury with "wars" based on lies and ulterior motives.
