Can anyone help with a Latvian (??) page translation?

Can anyone help with a Latvian (??) page translation?
I've been getting a fair amount of hits from a bittorrent site with a .lv domain name, which should be Latvian...but no online translator I can find can recognize any of the text. Is it not really Latvian? Croation, maybe? I don't know. It's a private message board site, and I can't even read it enough to figure out how to register to see why I'm getting traffic, and who is stealing stuff from my web site. Then yesterday I got a message from the administrator, and it was also in this mystery language. I want to know what the hell they're doing to/on/with my site! Can anyone help?

2. I tried that one, thanks.
Even one word at a time, it didn't recognize a single word. Maybe it's not Latvian, and it's really some weird dialect or regional language?

3. It could be some weird thing with character sets, too.
The site is British, and though one would think English is the same everywhere, there is a different setting in MS for American English vs. British English, if I remember correctly. But, I'm not sure it's worth the hassle to switch all that if there's an easier translator somewhere.

Doesn't help a lot, but it's a start. He also translated the minimal content on the front page for me...

„Happy 1 September (beginning of school year 07) and for present all torrent site users can download content from torrent site for free (without positive Down/up rating) Outlaw administration.”

P.S. Outlaw is one of many torrent sites in Latvia. First page contain information about users of site and Notice for “legality” of this service J Like:
“We do not host content which is available on this site/server. We are net responsible for files which are uploaded by our users. You shouldn’t upload copyrighted content if you are not owner of this content… bla bla bla”
