who reported that now only certain deaths caused by only "certain types" of secular violence are being counted.
Groups of dead bodies that are found dumped somewhere on the street don't count either.
A few months ago, I had a suspicion that civilian death counts due to secular violence would be minimized after the government issued rules delaying the media and photographers from immediatley reporting from bombed sites.
