Question about the recess appointment of Stickler, the head of MSHA, on the Utah mine disaster

Question about the recess appointment of Stickler, the head of MSHA, on the Utah mine disaster
I googled him and it says he was given a recess appointment on October 20 2006. As I understand it, recess appointments only last for that session of Congress. That congress ended in December 2006 (or early Jan. 2007?). So why is Stickler still head of MSHA?

Was he given ANOTHER recess appointment? Is he acting head of MSHA?

Anyone know?

1. He serves until the end of 2007
According to this letter from Durbin. I don't know why.

2. God, Bush is arrogant and incompetent, another example right here, good letter
wish the media would report this (yes, I know Olbermann did but I've not heard it elsewhere and I'm in Utah where its all mine news all the time.
