The Senate has long since been reduced to a ceremonial body, and all dissent is routinely smashed by the SS, formerly known as the Secret Service. There are no elections.

8. The '98 election already passed, Democrats gained seats in the House...
And probably defeated several anti-war candidates, since a lot of Republicans were against intervention in Kosovo. That election was followed by the resignation of Newt Gingrich which was whose replacement was supposed to be Bob Livingston. That was followed by the resignations of Bob Livingston for having an affair.
