Applying his 'brilliant mind' in such a snippy, snarky, two-faced manner that would have gotten most nefarious little boys slapped in the face for having done so?

everyone would love him, and he would have made George Bush the most popular man in America. As it stands Bush is at 26% approval, and I presume Rove's approval rating is even lower. Rove never figured out that if you try to put perfume on a turd you may be able to make it smell good to some people for a while, but eventually people are going to figure out that it is still a turd.
