Presidential Reform Act
Has anyone else here heard of this? I'm assuming so, as the board is pretty up-to-the-minute about, well, everything, but I don't know. A friend of mine told me about this, and I refused to believe him until he provided some documentation.

Basically, it would award California's electoral votes--all 54 of 'em--to Presidential candidates in the 08 election on a district-by-district basis:

To my mind, it would take nothing less than a Constitutional amendment to enact this bill. Is anyone else familiar with this? Can anyone confirm that this is a stary-eyed, shoot-for-the-moon bill on the GOP's part, or is it something to be worried about?

1. No, the states each decide how their electoral votes are cast.
There are already 2 states that do this, Maine and Nebraska. North Carolina has been considering it too.
It will be bad if CA does it with another big state, say Texas doing it as well, though.
