What can Congress do about the NSA program?
Just curious as I'm not that intimate with the situation.

Can they act with enough votes to shut it down?

1. The problem that I see, is that it can be initiated under secrecy.
They can form whatever organization they want, reporting to whomever they please.

They only need Congress for funding, but if they were to secure their own cash flow, they wouldn't even need to be on the books, would they?

3. No doubt.

I just worry that this stuff was privatized ages ago. Black contracts can pay for a lot of storage. Some decent compression techniques, some decent dictionary searches, and it would be way easy for these guys to catalog anything they want to.

5. I've often wondered about that.
Small trades, properly spaced, properly timed would never show up on the radar.

And if it did show up, it would be chalked up in the same category as the people who made millions on 9/11 after buying puts on United and Morgan Stanley.

7. Their network is so good, they could do it anonymously, and remotely.
No need for trains. They can sit at their desk and spoof the account.

I mean, they could have a freakin Etrade account set up for this kind of thing.
