Has anyone noticed....
...that in the past three months the casualty count of our troops in Iraq spikes around week four of the month? I think that what causes this is that the services hold a top level after action review on the 2nd day of the following month, implement a new tactic or strategy and then achieve some modicum of success which reduces troop losses for about a three week period. However, the insurgents, no dummies them, adapt rapidly to the new strategy by week three and inflict an end of month carnage that spikes by the end of the month.

If the services were smart, they would delay implementation or choose random periods to implement.
