21. The problem with Dick Cheney is that

he seems to view government simply as a means to achieving personal power. Policy, law... they're tools to be used when convenient.

That's why so many of his positions appear to be logically contradictory. How can a sane man claim to be immune to congressional oversight because he's a member of the Executive Branch, and simultaneously claim immunity to other laws because he's *not* a member of the Executive Branch? By viewing it all as meaningless rhetoric. He's being perfectly consistent; he's always pushing to increase his own influence.
