In the U.S. attorneys scandal, all eyes are on Karl Rove as the presumed architect. But, long before Karl Rove began plying his trade, Fred Malek wrote the manual for politicizing the Justice Department. Malek, a little known but influential Republican operative and "hatchet man," devised the strategies used to remove Democrats and whistleblowers from the civil service and to turn the federal government into a Republican Party headquarters. Malek's connections with President Bush may explain why the U.S. Attorney's office discontinued investigation of wrongdoing at Fannie Mae, where Malek was then a board member and was one of several individuals named in a civil suit. Rather than face criminal penalties, Fannie Mae settled with the SEC and OFHEO for a $400 million civil penalty.

Say "Watergate," and most people think of the 1972 burglary of Democratic headquarters sponsored by Republican operatives. But, another, less publicized, scheme exposed by a Senate investigation would have a greater impact on the nation. The scheme, known as the "Responsiveness Program," was a bag of ruthless tricks designed to use the "powers of incumbency" to retain control of the presidency . Ultimately, though, the plan would accomplish much more; it would be used to destroy the competency of the federal government and, with that, the nation's security.

According to a report by the Senate committee investigation report, the Program's activities were likely illegal, but the Senate committee declined to pursue the matter. As a result, Fred Malek, a Nixon advisor and chief architect of the plan, remained free to practice his black arts, which included aiding the Bush family's rise to power.

Like a cancer, the dirty personnel practices devised by Malek would spread from one adminstration to another; the Bush administration would embrace them with particular fervor. Political loyalty was emphasized at the expense of competence in carrying out responsibilities designated by law. For those considered uncooperative, the "Malek Manual" described ways to force them out of the civil service, despite laws supposedly protecting them from political interference. Thus, the government incompetence exposed by Hurricane Katrina and the 9/11 attacks traces back to Malek and other Nixon aides who set into motion the Republican plan to make agencies "responsive," not to the people, but to political concerns. With Malek's manual available, Karl Rove did not have to be a genius; merely an eager student of The Master.

To protect Nixon and the White House from being investigated for any wrongoding, Malek devised measures to avoid leaving any footprints that would lead back to them.

Many will recall that President Bush prefers verbal briefings, and that Alberto Gonzales demanded that no written record be made of his hearing testimony, which he also insisted should not be under oath.

Seems G.W. himself had long-standing business ties to the Carlyle Group, a firm bonded
financially with the Bin Laden family of Saudi Arabia. In 1990, he was granted a seat
on the board of Carlyle by former Nixon aide/bagman Fred Malek, a Carlyle advisor (Joe
Conason, "Notes on a Native Son," Harper's, February 2000, p. 49).

Fred Malek, mind you, was the CREEP deputy director who, prompted by Nixon's
trembling belief that "a Jewish cabal" in the Bureau of Labor Statistics was bent on his
destruction, made up a list of Jews in the bureau. Malek was made deputy director of
the Republican National Committee by George Bush, Sr., an old friend. It was Malek
who organized an "ethnic coalition" of Nazis in August 1988, the Heritage Groups
Council, that included the likes of Laszlo Pastor (a Hungarian-American, former fascist
Arrowcross death squad officer and junior diplomatic envoy to Berlin under Hitler), and
Father Florian Galdau (a priest, Vatican P-2 member and New York leader of the Iron
Guard, a latter day version of the old SS-run Romanian terror organization).

Once again, the Bush family distanced itself from scandal. The clan pled ignorance, even
though Bush, Sr. had cherry-picked Malek for the job. Supposedly, they had fooled
everyone, even the conservative National Jewish Coalition, which boasted In 1992 that
"Vice President Dan Quayle, HUD Secretary Jack Kemp, GOP Campaign Manager Fred
Malek and a large number of key Senators, Congressmen and candidates for office
addressed Jewish delegates and community leaders at a series of events hosted by the
NJC during the Republican convention in Houston last month." (NJC Bulletin, September
1992).

On February 2 1990, USA Today's Tom Squitieri wrote that "four key
Republican activists, ousted from George Bush's 1988 campaign amid
charges of anti-Semitic or pro-fascist links, are back working for the party."
These included Fred Malek and Phil Guarino, another pro-Nazi P2 lodger.
George W. Bush ran spin control for his father's 1988 presidential campaign,
and when the Nazi scandal broke ever-so-briefly in the media, GW protected
his father by urging the European fascists to resign from the Heritage Council

10. Two sides to the litigation. One side is the Bushco players ...
I noted in the investigation of Medicare fraud a number of settlements that seemed truly egregious, in the sense that the government was allowing corporate fraud cases to almost disappear, with little accountability levied on the criminals. One of the "players" in this scenario is the head of the SEC, and another is always the USA in the district. All this ties in with the USA firings, the centralization of corporate fraud charging authority in the DoJ, and appointing industry lobbyists and veterans into oversight positions. So, who was the SEC chair when the settlement was determined, and who was the USA?

U.S. Attorney's Office for the District of Columbia also commenced

May 23, 2006, we reached a settlement with OFHEO and the SEC. In August 2006, we
were advised by the U.S. Attorney's Office for the District of Columbia that it
was discontinuing its investigation of us and does not plan to file charges
against us."

A lot of questions remain to be investigated regarding whether or not public officals are watching out for public interests vs. watching out for the corporate and/or political interests. When corporations inflate stock values by inflating profits using illegalities, SEC oversight comes into play. Here is another case:

Former Senate Republican leader Bill Frist of Tennessee, is keeping low key about his vindication in two federal probes over the timing of his 2005 sales of all his family's stock in HCA Inc.

When the 19-month-long probes ended with no charges, Frist simply issued a brief written statement to the news media Friday saying he was "pleased" that the findings echoed what "I've said throughout this matter ... (that) I acted properly."

Frist disclosed that he had been notified by both the Securities and Exchange Commission and the U.S. attorney for the southern district of New York that they concluded their inquiries and are taking no action.

In September 2005, Citizens for Responsibility and Ethics in Washington (CREW), named Frist as one of the thirteen most "corrupt" members of Congress, and filed a complaint with the Senate Ethics Committee calling for an investigation of the stock sale, an alleged cover-up, and an allegedly mishandled disclosure of a campaign loan.

A closer look at the SEC history of personnel, vis-a-vis Bush appointments, (plus lobbyist and campaign contribution $$$$) is very much in order!

Another source claims my cousin wrote the Malek Manual, the infamous guidebook for the Nixon "Secret Team" on how to get around civil service regulations, purge 'disloyal' civil servants (whistleblowers) and place political operatives in key agency positions. He is also reported to have been a manager of funds for the Nixon re-election campaign -- CREEP. One thing I do know for sure is he had some connection with the Watergate affair, although I don't know exactly what it was.

Families -- aren't they great? Oh and a couple of more things Alan wrote a book about a ghost at the Hotel del Coronado (I used to have a copy). Some sources claimed Alan was MURDERED four days after the Napa Sentinel ran a story about his involvement in the October Surprise. One good family ghost story deserves another.

I dismissed October Surprise as a "conspiracy theorist" concoction. Conspiracies are things that can't be proved. I suspect my cousin wasn't at a grassy knoll in Dallas in November '63 -- but then I can't prove it. But Watergate happened. Iran-Contra happened. The Malek Manual is a bona fide document, whether or not Alan May ghost wrote it. Enron occurred -- with all its unpursued Bush-Lay-Cheney-Rove-Reed connections and cover-ups. The Florida election swindle happened. Plain as the nose on my face. And the dubious Supreme Court decision did too. Follow the money. Or better yet, forget about it and start a war.
