How can I prove that Bush's # 1 bench mark with Iraqi Gov. is a passed oil bill?

Why is that a benchmark at all? It would seem to my simple mind that in order to win their hearts and minds the FIRST thing we'd we'd do is help them rebuild their oil infrastructure.
