While the federal budget may have been balanced when Gingrich was Speaker and Clinton was President, it had more to do with the booming Dot.Com juggernaut then either of their efforts. Having said that, the federal deficit was still enormous. Projecting the surplus would continue forever, Gingrich + Co. initiated tax cuts. When the Dot.Com and other bubbles burst the party was over. Clinton tried to jump start the economy by deregulating the housing market, which led to the recent housing bubble bursting, taking the world down with it. To be honest, I think neither of these guys have a clue.
