2. Senior executives
This is a seedy and disgusting scandal, but it goes nuclear should phone hacking be revealed on this side of the pond. That would mean that it goes right to the top, as in someone who is in charge of both Europe and America ordered this behavior. Either Murdock or someone right next to him.
