5. Preamble to the Constitution says "promote the general WELFARE" -- it must be unconstitutional!!!!

7. Actually Article 1 Section 8 is the important one

The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defence and general Welfare of the United States; but all Duties, Imposts and Excises shall be uniform throughout the United States;

Provide for the common defense and general welfare.

It was ruled by the courts in 1937 the unemployment insurance fell under general welfare.

Miller doesn't know what he is talking about.
