I would suggest to put the chips on everyones forehead then when people are moving around it would be easier to keep track of all the human resources.

You could always take the chip out and flush it down the toilet or think of all the ways to fuck with big brother. Let's say they lock up all us good people how are they going to get the high skilled technical jobs done? come on think about.

Remember they can not even keep the roads and bridges operating correctly.
