7. Possible but incredibly unlikely.

Usually they hang the 'Mission Accomplished' banner and declare it as "historic" meaning they'll never come back to it.

Then when it blows up (i.e. it fails to address the underlying core issues) the right wing/MSM attack it as a failure of liberalism/Big Government and Republicans go on to move us even further in the wrong direction.

10. Also, keep the political makeup in mind

This is really the only time that you have enough democrats in power to possibly enable change. Even if there was an intention to change it later, once more republicans get back in power, the window will be closed.
