The maker of the video isn't trying to deceive anyone. He or she is making the point that an elite group of people sitting around in their tuxedoes allowed the President of the United States to make light of his misbegotten rationale for going to war. As if all he did was bumble a little the way Gerald Ford used to trip on the stairs. The assembled journalists and Washington worthies just thought the President making a joke about the origin of the invasion was just so goshdarned CUTE.
